Thorough instruction covering all aspects of the role including the important element of judgment must be delivered. Additionally, training on why two players cannot legally use the same body part will not only equip the officials with the proper information, but it will prevent the officials from making judgment errors and in some cases serious mistakes that could result in severe penalties for the competition committee. The required completion of a tutorial covering the officiating regulations as well as the rules of soccer will be mandatory for all coaches. The tutorial will consist of a videotape covering the rules of soccer and an in depth explanation of the application of the rules of officiating. These can be completed in less than 2 hours, and will allow the official the correct method of applying the rules of soccer in a scrimmage setting. IV.
